One must realize that without these ocean beast bases, the survivors in China might have suffered the same fate as other nations, where not even one in a hundred—sometimes not even one in a thousand—survived.
In China, seventy percent of the population survived, all thanks to the ocean beast bases.
As for the people in other countries, they actually owed their survival to China's humanitarian aid; once China had the capacity, they continued to build ocean beast bases for them.
